Type "sudo ifup ppp0" at the terminal - this will bring up the ppp0 device. You need to edit the /etc/bluetooth/rfcomm.conf as described above. Things had chaned since. :-) NetworkManager has its own configuration tool now. Right click on the network icon in the system notification area and select "Modify connections...".
